Description
Multiple requests have come in to contribute to EML via Git and Github. Migrate the EML repository. Ensure that dependent builds continue to work (e.g., Metacat, Morpho).

An initial GIT repository has been established for EML at:
The current SVN repository is still in place, but has been made read-only for the time being. I have new build scripts for Metacat and Morpho in place that I will check in shortly.

I've updated the DataONE jenkins builds that were pulling from SVN and they are all building as expected.
NB: the EML parser war target still checks out each tagged version of the EML schema when it is building and that still uses SVN.
