Add intermediate levels to plantStatus, between standard levels.

Description
- In 2003 we should add a type of level that is interemediate between two
levels, so as to accommodate the needs of the cladist community [for
conceptstatus, nameestatus, plantconvergence,plantsystem]
I have no idea about this bug -- the summary and description seem inconsistent
This is down the road a while. Some folks would like to say that the level of a
plant is between the levels that we now provide as options.
plant taxa are generally organized in terms of a phylogenetic tree. certain
levels on the braqnches of thata tree are recognnized with "Levels" or "Ranks"
such as family, genus , species, variety etc. We currently have a picklist
that contains the accepted levels (aux_plantConcept_plantLevel)with roughly 20
entries.
We need to be able to recognize ranks between the typical ranks. I think that
a very simple solution would be to create new ranks that are intermediate
between each of the established ranks. This would require a new business rule
that an intermediate rank can have that same intermediate rank as it parent or
child, unlike the traditional ranks we currently have established.
