Description

When I visit https://knb.ecoinformatics.org/#data/page/0 with an empty Safari cache, the header background image animates across the screen to fill the space. This doesn't happen in other browsers. I've attached a gif to show the behavior.

To reproduce:
- Open Safari 10.0
- Navigate to https://knb.ecoinformatics.org/#data/page/0
- From the Develop menu, select Disable Caches
- Reload the page
- Observe the animating background image
