Description
Currently, the querybean client has a "Local only?" checkbox allowing the user
to specify that only local queries are desired. This should be changed to
"Search local", and another checkbox marked "Search network" added so that the
user can precisely specify which collections to search. Both checkboxes should
be on by default, and the checkbox state should be persistent across sessions.

Search network checkboxes added. State read from properties file. Still need to
save to properties file.

New feature works well, but need to move checkboxes out of the individual bean
panels and instead put them on the main toolbar (beside the "Find text"
button). Then change the behavior so that this one set of checkboxes controls
which collections are searched in all of the query panels. Right now, it is
confusing because you have to set the options for each query panel individually,
and if you don't notice it, you get different search behaviors in each panel.
This will also make it easier to save the checkbox state, because there will
only be one state for each option.

Search local and search catalog check boxes now both appear in the toolbar
