Description

One of the students entering KNB data copied/pasted latitude/longitude
information from a Word document in a deg/minute/sec format that included
'special' characters for the degrees/minutes symbols. (Special characters here
mean ones with the upper bit of an eight bit code set - i.e. beyond the usual 7
bit ASCII character set.)

This data was accepted by metacat (even though the lat/long are supposed to be
in fractional degrees) and the special characters show up in the package when
downloaded from metacat. However, these characters apparently cause a problem
when displayed in Morpho with the html metadata screens --- i.e. when Xalan is
used to display the metadata in html. The reported error is something like
'invalid single byte UTF-8 encoding' (apparently due to the high bit being set).

Although the special character that caused the problem was actual an incorrect
entry, we should either not allow any chacters of this type to be entered or not
let it cause problems (find just where the problem occurs).
