Description
When a user creates a new package with the wizard and uses a reference to an
existing party (e.g. uses a Creator party for the Provider), the resulting
document has no data for the reference (i.e. it is not inserted as a reference
or a copy!). This results in an invalid document.

This bug was fixed earlier. I ran through the wizard to ensure this.
