If one types lat/long values into the Geographic Coverage Map display text
boxes, the tool does not necessarily except the entered value exactly. This is
especially true when one tries to enter equal values for east/west or
north/south bounds.

I think this is due to how the code handles 'equal' values or east values being
less than west values. We should figure out how to allow the user to enter
'exact' values when typing into the text boxes.
