DiGIR Service needs to use the registry

Description
Currently, there are several hard coded values in the DiGIR Service that should
come from the Registry. At the moment it can only get data from KU Herps.
The Digir Ecogrid Query server now initializes it's list of providers by
querying the GBIF UDDI repository for all registered Digir providers. It then
verifies each individual Digir provider is up, and uses a schema which is
relevant (darwin core and derivatives). This information is cached in the
server instance and can be refreshed either manually (through web page) or
automatically through a cron'd wget.
This functionality has exposed performance problems in the digir portal servlet
because before it would only query 12 hard coded providers it now queries ~400.
