Description
create an action handler that takes a stylesheet and some other parameters and
runs a document through a specified stylesheet and returns the result. Talk to
Dan Higgins for more info on this feature request.

WONTFIX. Feature is not needed. Transforms can be applied in "style-sets" now
and there is little reason for us be a generic transormation engine.
