Exporting an actor should prompt user to semantically annotate it if it's not already

Description

When exporting an actor without a semantic annotation, the user is not prompted to do so. When someone then tries to import this actor, they are prompted. I believe the person exporting will typically know better how to semantically annotate the actor, and so an additional check and prompt should be added to the export procedure.

I think it could also be possible for the actor and/or workflow to have been annotated with a semantic type, but the type is not available in the current customization of the actor library. In these cases, import should also prompt the user to select where they would like the actor/workflow to be placed.
