Description

Currently, mde uses the document root element name as a PUBLIC identifier when
saving documents. This is inappropriate. Instead, the PUBLIC id should be
registered with the document type in the Options class when the location of the
DTD is registered. With its current structure, mde generates PUBLIC ids that
are not very useful for the metadata catalog.

Options class modified to include a PublicID string that is used in the DOCTYPE
element of the XML document created
