Description
Undecided on whether to use existing dev Metacat (that contains 15k+ documents) or to make an entirely new instance.
I think for now I'll just use the existing Metacat instance and share it with the EML documents.

Using the existing dev instance has the problem of not allowing Mike, Jing, and others to change it at will. I think its better to put it on another VM on dev rather than share the instance with Mike et al. who are doing active development.
