mde URLs for DTDs are inaccessible to metacat on insert

Description

When inserting a document to the metacat database, mde provides a SYSTEM id for
the DTD that is resolved to a local URI. This is problematic because this URI
is not accessible to metacat, and therefore there is no way for metacat to
retrieve the DTD and register the new document type. This is not a problem for
document types that are already registered, because metacat ignores the system
id provided. Through what mechanism are we going to allow mde to register new
document types? Maybe through the options interface when DTDs are associated
with the editor?

Public ID now assigned through Options class in mde. Metacat should ignore the
system ID if proper Public ID assigned? (Dan Higgins)

Lowered priority because we might drop MDE and replace it with another editing
solution.
