Description

Uploading a top-level workflow attempts to put the whole workflow, complete with doctype tag, into the KAR XML it then uploads. This results in syntactically invalid XML. The doctype tag must be stripped out.

Now the DOCTYPE is screened out from fragments prior to constructing the larger KAR XML document.
