Description

When system's locale is set to other value than en_US, then Kepler starts without menu bar and buttons don't have labels on them. Attached screenshot is from run on my default settings (ie. pl_PL).

It should use default language settings if the present one does not have UI mappings.

To reproduce (eg. under Linux):
$ export LANG=pl_PL.utf8
$ ant run
