Description
1) The rest of the eml modules use complex types rather than references to
create reusable content. coverage needs to do the same.
2) remove originator from taxonomicCoverage/taxonomicSystem/identifierName so
that identifierName is of type responsible party.
target this for eml2.0.0rc2

I've converted all of the ref's to complexTypes in coverage, and fixed the
identifierName element by simplifying it. This closes this bug.
