This must be done before bug 700

This bug refers to the modification of the plant taxonomy datbase schema, and
the associated bug (685) is the modification of the application code -- the
modification that needs to take place for the usda plants 1996/2002 data to be
loaded and for the entire vegbank system to continue to work with the new
database. The steps invloved in fixing this bug are:

1] delete the plantparent attibute from plantconcept
2] add the plantparent attribute to the plantstatus table
3] remove the plantnamwithauthor attribute form the plantname table*
4] redesign the application code to insert plant parent values in the
plantstatus table
5] redesign the application code so that 5 name systems are loaded , for the
usda plants list: scientific name, scientific name with author, code, common
name, where the scientific name with author is the name that all name_id's in
the concept table reference.
6] move on to bug #700 and implement these changes

Comment #2 combines elements of two sub-bugs.
1 = remove plantNameWithAuthor and place this info as a name system (using
this name system as the one for defining the concept).This is urgent and must
be done immediately.
2 = move plantLevel and plantParent to plantStatus. Although we could wait on
this until February, the price for doing so in terms of repeated efforts seems
extraordinarily high. This leads me to think, upon considerable reflection,
that this is a task that should be undertaken now, prior to reloading the
plant names. We don't want to have to repeat this process any more times than
absolutely necessary.

The code and sql have been changed to move level and parent into plantConcept.

I am not confident my changes have been safe however as I don't fully understand
how this system is supposed to work.

In my ignorance I believe this bug is fixed.
