This is a feature request for any vegbank user to interpret a plant identified
with a plot that exists in vegbank.

lower priority meta data that still needs connecting, but less urgently than the
other methods with 1.0.0beta2 or 1.0.0.

First, Lee should design the form, pass to Peet/Jacobs/Gramling/others for
evaluation. Then bug should be passed to Mark for implementation, then back to
Lee for QA, then back to others for evaluation and suggestions for improvement.

This can be done without CRUD, but eventually we will need to add it for weird
interpretations. This can be a 2 step or 3 step process depending on where we
want to link into the process. I have in mind a 3 step process:
1) when viewing plot, state that you want to interp taxon
2) select taxon from a list (that is taxonObs on this plot)
3) specify what plant concept you think this is

see http://tekka.nceas.ucsb.edu/~lee/forms/interpTaxonToPlant.html
for this 3 step process.

Could be 2 steps by combining 1 and 2. When viewing plot, a link would exist by
each plant saying "interp this plant" but I think that would clutter the screen
for a seldom used function. Wiki page will be created that will further discuss
this stuff.

changed from components that are to be deleted to "misc" so that bugs don't get
deleted with component. Sorry for all the email.
