When a metadata file is uploaded to the network (using INSERT), it is assigned a
new accession number if the provided accession number is null or already used.
Need to add facility to dmanclient for managing local cache of ID numbers
(borrow code from xmltodb), assigning those accession numbers to metadata
documents, uploading the document to the network using a unique id number, and
syncing the accession number with the meta_file_id field in the documents. If a
new accession number is returned (ie, the proped id wasn't usingue), an update
should automatically be performed to sync the meta_file_id. Also, if data is
uploaded simultaneously, need a mechanism to sync the data accession number with
content of the metadata documents.
