Description
This is REALLY a nit. But as I was reviewing this document, I noticed ??
character strings surounding words in several places. Are these MS html
tags that eluded Chad when he transformed the document? Just do a search
for ? or ?? in the document to find them.....

This is likely a problem with exporting from word and not replacing the "smart
quotes" with a standard character code.

It was a smart quotes problem. Now fixed.
