Description

A new, empty missing value code (actually any optional fields after
Measurement...) does not appear in the expanded Tree editor.

Thise is apparently a problem with the merge function. When MeasurementType is
in the current document, the optional elements following it do not appear when
"Show All" is clicked, even though they do appear in the template (and in the
tree when there is no info in the MeasurementType subtree)

problem does not occur with the FIRST attribute subtree, but does occur on all
attribute subtrees after the first. Related to merging with duplicate attributes?

This is probably going to be fixed when bug 3 2096 is fixed. So marking it as
related. Once 2096 is closed, test to make sure missingValueCode is working
propoerly in the tree, then this can be closed.

As suggested previously, this bug seems to have been fixed with the fix of 2096
