Description

Discussed need for a web-based metadata entry form. Nottrott has a simple form
which is a starting point, and has agreed to work with higgins on this task.

Rudolf -- could you check in your current metadata HTML form and the perl script
that processes its contents so Chris can examine it and look at extending it for
XML output?

FIXED. The current source for this feature is in
"src/perl/register-dataset.cgi" and the templates are in
"lib/style/common/templates". Many bugs and enhancements are still outstanding
(filed under the "registry" component), but the basic functionality is there.
