Chad reported this during devLunch:
error restarting/opening Kepler:
"ERROR (org.kepler.reporting.rio.fop.ReportParser:parse:97) could not find workflow for LSID:"
I could not replicate it, but it deserves noting.
I'm seeing this. The console indicates:

I'm at r21428 following a clean-all, and I had just added the Kruger workflows folder as a local repository.
I also can get this reliably.
I'm closing this since I can't ever get it to happen for me and there's been so much change since it was entered that I bet it probably went away indirectly.
Please reopen if you are still seeing this bug.
