This bug is a corollary to bug #685, but applies to the communties module
instead of the plants module. The changes that need implementing are moving
level and parent from the Concept table to the Status table.

The name systems are OK in this module, as there is no "plantNameWithAuthor"
equivalent that needs dealing with here, as needed dealing with on the plants side.

This bug depends on Bug #709 only if we use the current data in the community
module. If there is no data currently or we load new data, then Bug #709
doesn't matter.
