Merge changes in the 2.4 branch into the trunk for the ORNL Mercury schema support. References https://projects.ecoinformatics.org/ecoinfo/issues/6619.
This schema is maintained by Jim Green (jgreen@iiaweb.com) and Ranjeet Devarakonda (devarakondar@ornl.gov). The schema uses a subset of the FGDC 1998 CSDGM elements, along with custom elements specific to the Mercury Metadata web application. Support is included in Metacat for Coordinating Node operations in the DataONE network.

Add in Darwin Core schema support into xml_catalog, and insert it on upgrade as well. The schemas are cached in lib/schema/dwc, and Matt and Ben noted that the tdwg_basetypes.xsd and tdwg_dwctypes.xsd are part of the same namespace, but are xs:include'd rather than imported via namespace.
Add DataONE, Dublin Core, and Dryad schemas during the 2.4.0 upgrade, and be sure to remove the appropriate entries before inserting to avoid duplicate rows.
Add schema support for the DataONE, dublin Core, and Dryad schemas. Schemas get downloaded into lib/schema priior to jar and dist targets, and get loaded into xml_catalog on installation.

Modified Metacat to build against the D1_SCHEMA_0_6_1 branch of the dataone schemas by incorporating the 0.6.1-SNAPSHOT version of d1_common and d1_libclient libraries, and refactoring Metacat code references to the d1 schema changed types.
