Description

Neither the javadoc nor the actual source code files appear for Kepler specific
actors. Also the javadoc does not appear for PTII actors if PTII is built using
the ant buildfile. Need to ammend the build file to create javadocs and install
source in the correct location so that source and documentation can be seen
