Description
Need to write a new section of documentation on modules and the module manager. Other sections need to be able to refer to this section when they are talking about functionality in kepler that is not released with the standard module set.

Made a new chapter (12) in the User Manual for modules. It is short and oriented towards users rather than developers. Developer documentation will remain focused on the wiki, and the User Manual will contain a reference to the website.
The screen shots in the chapter need to be updated after publishing, since various panels in the Module Manager display only published modules and since none exist right now are not displaying anything.
