parse the TES, then implement the basic algorithm of this method using stubs of
the database functions to follow.

Use Napier's version 0.8 (in cvs as
http://cvs.ecoinformatics.org/cvs/cvsweb.cgi/seek/projects/taxon/schemas/napier_abcdNames.xsd?rev=1.4&content-type=text/x-cvsweb-markup)
for the parser. It addresses many of the problems we had with the previous version.

We have decided on TCS version 0.88. This is nearly complete.
