It works when I installed it in Windows 7 64 bit. One only issue I found is that the generated desktop icon is not Kepler icon, but a file icon. The correct icon will be created If I separately create a desktop icon from the installation directory.
On window 7, kepler desktop icon us a blank page.
Jianwu, can you start the kepler on windows 7. I can installed it successfully. But it can't be started.
Last time, RC1 could be installed and started.
Jing, I have to right click the icon and use 'Run as administrator', or start cmd using 'Run as administrator' and execute the Kepler.bat. Otherwise, it will have access denied exception:

Yep, if I right click the icon and choose "Run as the Administrator", kepler will start. RC1 doesn't need this. I think this is a bug.
Hi Jing, I agree with you. Normally users do not use 'run as administrator' much.
I'm closing this tracking bug because all the blockers for this bug
and 2.0.0 are fixed.
BTW - I find it easier to use the target field for releases and to
use a blocker bug for smaller feature sets that are pre-release.
The primary reason is that Bugzilla makes it easy to search for
bugs by target and include info such as the time estimate. The
"Show dependency" link for blocking bug does not give quite as much info.
